It comes after a Contest and Markets Authority (CMA) report found the four fundamental superstores took hard-up Brits for nearly £1billion in 2022.
Writing in the present Sun, Mr Shapps says: "I will bring in the supervisors of Asda, Tesco, Morrisons and Sainsbury's — as well as any semblance of BP, Shell and Esso — to account for themselves.
"I need to now hear how they will fix this.
"I will be advising them to make the best choice and promptly end any endeavor to cheat at the siphons."
The organizations will be approached to join to a plan to surrender their petroleum and diesel rates for drivers to screen.
Mr Shapps will let them know he intends to make this regulation.
He said: "This will make ready for simple to-utilize cost examination applications and sites to assist drivers with casting a ballot with their haggles the least expensive siphon costs in their space.
"We've seen different areas, similar to open banking, utilize these instruments to help their clients."
The CMA will go to Monday's gathering.
Their report found grocery stores' yearly fuel edge rose from 4.6p per liter in 2019 to 10.8p last year as they neglected to give benefits adding up to £900million in additional costs the year before.
