Edwin Mitel, 51, was arrested Monday and charged with the April 1 slaying of 52-year-old Dave Fraser.
Mitel shot Fraser in the chest on the fifth floor of an apartment building on Sheridan Ave. near Mount Eden Ave. in Mount Eden, cops said. Fraser managed to escape the building and get to nearby Bronx Care Medical Center, where he died.
Police believe the shooting stemmed from a drug dispute, sources said.

He’s charged with murder, manslaughter and criminal possession of a weapon.
